Rural Talent Exam: Appeal to raise the upper limit of income - 16-Aug-2008

Udumalai: As the income limit has not been raised for many years to take up the Rural Talent exam, the village students continue to face difficulties in appearing for the exam. 

The Government of Tamilnadu introduced ‘Rural Talent Exam’ for the benefit of the  students studying in villages. Students who have passed the 8th Std with 50% of marks are eligible to take up this exam.

Students desirous of taking up this exam are required to submit income as well as community certificates. The income of the family must be Rs.12, 000/-.  If a student passes out in this exam successfully, he receives an incentive of Rs.1000/- per annum till he completes 12th Std.  This exam is conducted in the month of September every year.

Since this project has been introduced years ago, the eligibility criteria have not been changed according to the existing conditions. So, the students do not gain any benefits because of the prevalent problems. Since the upper income limit of the family has not been augmented, the students are unable to appear for the exam. 

The parents observe that the government with the view to benefit the poor students, conducts the ‘Rural Talent Exam. But, the student can write the exam only after producing an income certificate of Rs.12, 000 /-. But the officials refuse to issue the certificates asserting that the average income of an ordinary family is Rs. 20, 000/-. Hence, the students lose interest in taking the exam.  They strongly view that the upper limit of the income should be raised to obtain the certificate.

Mr. Sivakumar, the State President of the Tamilnadu High School Teachers’ Association said that the students become dejected, since an income certificate is a requisite to participate in a talent search examination.

The Parents are also tossed to run about here and there to get the income certificate, with the result, on the one hand the students cannot take the exam, and on the other those who had taken the exams are unable to get the scholarship.
The applications of Rural Talent Exam for the current academic year are available.  But since there is no change in the rules, the students show no interest to write the exam. The Government has to take necessary steps to resolve this issue, said Mr. Sivakumar.
