Resuscitation of the Department of Higher Education-
3-Nov-2009
The Resuscitation Committee for Higher Education was appointed a few months ago under the leadership of Professor Yashpal Sharma to rejuvenate the Department of Higher Education and help it function with new force.
This Committee has recently submitted its report with regards to the development of Higher Education. These are the vital aspects of the Report:
-
The Report says that to develop the best infrastructure facilities for India with maximum student population, it is imperative that initially 1500 colleges in the country must be upgraded as Universities. Because of this, the methodology of affiliation to the University will be erased off and a healthy status of these colleges functioning as Universities will ensue.
-
At present, in India more than 20000 colleges are affiliated to some University or other. Hence, the burden of the Universities goes on increasing because of several aspects such as the academic departments, syllabus, examination and so on. So, the best institutions are subjected to severe problems and the creative skill, the vital feature, has been slowly and gradually neglected and put in the rear side.
-
The Committee has given many ideas to ease the burden of the Universities. Of these, to upgrade the 1500 colleges of quality as Universities takes the prime focus. In order to implement this successfully, it has been advised to follow the methodology suggested by the National Commission of Higher Education and Research NCHER.
-
The Yashpal Committee has also recommended to link several colleges into a group and make them function as a separate University. It has also recommended for the grant of autonomy to the colleges of good quality, so that the colleges themselves would frame their own syllabus and conduct examinations. Educationists believe that there will be a change soon in the Department of Higher Education, once the Central Government examines the recommendations offered by this Committee.
