Madurai: Directorate of Vigilance and Anti Corruption submitted before Madras High Court Bench that there were some procedural violations and irregularities in appointment of teachers in Madurai Kamaraj University during in 2008-11 but no prima facie case to prove receipt of illegal gratification from candidates for appointments.
    
The Inspector who submitted his counter before the Bench, submitted that one Devaki had been appointed Assistant professor though she had not studied under 10+2+3 pattern and got her P.Hd under Open university scheme.
   
Those having open university research degree are not eligible for appointment as assistant professor in a University).
   
A total of 129 appointments were made during the period, he said.
   
Similarly another person was appointed Associate Professor without any teaching experience. Four candidates were appointed under SC quota though they hailed from another.

Candidates from other states should be considered under general category though they belong to  SC category.
   
He agreed that a number of candidates rejected by the scrutiny committee had also been appointed. The Justice A Raman committee had also found 13 appointments irregular. The Committee also did not want to comment on 40 appointments due to  lack of material and it could not conclude if corruption had played a role.   

The committee did not summon the complainant/petitioner and there was no official examination also. The truth could be found only by a thorough investigation,the inspector said.     

Petitioner I.Ismail submited he had asked the University officials to file a complaint on alleged irregularities in the appointments during 2008-11 when Karpagakumaravel was Vice chancellor.
    
He said he had also sent a representation to the inspector, Vigilance and anti corruption police, to register a case and investigate and cited specific cases. But no action was taken. Hence this Petition.
    
Justice M.Sathyanarayana who heard the case asked the DVAC counsel to get instructions.
