The Union Minister for Human Resource Development, Kapil Sibals present consideration is to allow foreign varsities to function in India.

Speaking his views at an economic conference held recently he said, we should have started world-class universities 15 years ago, but even now implementing it in 10 years time seems to be dream.

He also said a bill would be presented to permit the functioning of foreign universities in India in the coming parliament session. In India alone, about 2 crores students approach various educational institutions for higher education. But, enough institutions are not available to accommodate them for their studies. The total investment cost would run up to a huge sum. Private institutions need to provide and participate in the educational development in India, he said.

As this system is also followed in America, corporate institutions play an important role in developing education. For the past few years our educational institutions have been nations assert. Persons completing studies from our institutions are employed in top positions of multinational companies for several years.

Similarly, our software engineers have obtained good reputation at the International Level. But, only 12.6% of those completing degree studies join skill related to higher studies. This is 60% in developed nations and 23 % in neighboring china. 

In the Indian educational scenario, talented professors need to be encouraged by paying higher and better salaries. In the same way, it has become essential to allow foreign universities to function in India. A separate new commission would be formed to monitor and develop the quality as the foreign universities are permitted to function in India, said Sibal.
