The central government is actively bringing out several changes to develop higher education in rural areas.

These specialised new efforts are taken with the objective of preventing the living places of Schedule Caste and Schedule tribe, backward places and border villages from lagging behind in the field of education As a part of the programme, UGC has planned to provide special development fund for the universities operating in these areas. This initiative facilitates to expand the earlier existing infrastructure and create new basic necessary structures. As a result, students and faculties would be provided with accommodation facilities on rental basis to pursue higher education. Apart from this, efforts are underway to provide relevant curriculum to the areas in and around this education institution and also provide transport facilities for the economically backwards students.

National Mission on Education has made it possible to access higher education from anywhere and at anytime through Information and Communication Technology (ICT).  Apart from this, through the 11th five-year plan there are ongoing efforts to establish model degree colleges in all the 374 district that has its higher education enrollment ratio lesser than that of the Gross Enrolment Ration.
