Delhi Govt vows to achieve 100% in IX, Xth classes: CM- 9-Feb-2010
New Delhi: The Delhi Cabinet decided to implement centrally-sponsored RMSA under which the city govt will strive to achieve 100% enrolment in 9th and 10th classes in secondary schools within next 5 years.
Chief Minister Sheila Dikshit, after the Cabinet meeting, said although RMSA (Rashtriya Madhyamik Shiksha Abhiyan) aims to achieve a General Enrolment Ratio (GER) of 75 per cent in classes IX and X in the country, the GER for Delhi is already 83 for class-IX and her government will now strive hard to make it 100 per cent.
"The city government will strive hard to achieve cent per cent GER by the end of 11th Five Year Plan to become a role model for other states and Union Territories," Dikshit said. Apart from achieving higher GER, the RMSA also aims to establish a secondary school within a reasonable distance of
every habitation and improve the quality of education imparted at the secondary level.
The Centre plans to invest a whopping Rs 20,000 crore during the 11th Plan to implement the scheme. After Sarva Siksha Abhiyan, the RMSA is considered to be a major programme for secondary education.
The GER at national level as per data available for 2005-06 is 52.26 per cent. The Cabinet has also given its nod for setting up of an institutional framework to implement RMSA in the national capital. Officials said a state mission on RMSA will be constituted under the chairmanship of Dikshit.
Further an Executive Committee under the Chairmanship of Principal Secretary (Education) will be constituted. It has also been decided to convert the existing Vidyalaya Kalyan Samiti of each school as School Management and Development Committee.
There are presently 34 middle schools, 191 secondary schools, 701 senior secondary schools including 19 Pratibha Vidyalayas run by the city government. Officials said the Government will also upgrade some of the middle and secondary schools as part of the implementation of the RMSA.
Apart from this, greater emphasis will be given to minimise the percentage of school dropouts. Dikshit further said the Education department will have to constitute Executive Committee and School Management & Development Committees to get funds from the Centre for preparatory activities to implement the scheme.
Officials said the state government will have to give a commitment for sharing of the expenditure on 50:50 basis for the preparatory activities. Further a Financial Management System will also be designed for transfer and use of funds of RMSA through the existing Universal Elementary Education Mission.
